Be aware of Patch Tues, use when scheduling

So many maintenance windows are based around Patch Tues. Uptime should be aware of what those dates are each month. It should allow recurring maintenance schedules to be based around this date as well.

For example other tools have options around ‘Patch Tues Week’, ‘first week after patch tues’, ‘second week after patch tues’, etc..

So the config would be ‘week of patch tues’ on Friday at 11pm start maint window.
